Primary administrative interface to enter shipping charges, costs, carriers, and tracking numbers
matched to a particular OpenCart order. Operators may supply either an internal Order ID or an
eBay order number; when only the eBay order number is provided, the script resolves the linked
order from pd_ebay_orders. On save, the order status is set to Shipped (3), an
order-history comment records the tracking number, and oc_order_shipping_cost is
upserted with the new cost and carrier values.
